A.Y. Panychev, the Rector of OSTU, Candidate of Economic Sciences, Associate Professor Omsk State Transport University (OSTU) is one of the oldest educational institutions in Siberia. The establishment of the University is connected with the construction of the great Trans-Siberian Railway that created great need in qualified specialists in railway transport. Since 1900 training of engineers for locomotive and passenger cars enterprises started in Tomsk. In 1961 it continued in Omsk. Today OSTU is a multi-disciplinary institution of higher professional education providing training in a wide range of study programmes with study period of 4 years for obtaining Bachelor’s degree, 5 years – Specialist degree, 2 years – Master’s.

On the basis of these indicators and the rating of the Ministry for Education and Science of the Russian Federation OSTU takes the leading position in Omsk. The University quality management system is certified in ISO 9001-2001, GOST-R, EVROCERT, OQS, IQNet.
Our graduates work as directors of regional railroads, major industrial and trans-port enterprises and banks both in Russia and abroad. Currently OSTU consists of 2 branches, 3 institutes (Institute of Automation, Tele-communications and Information Technologies, Institute of Management and Eco-nomics, Institute of Advanced Training and Retraining), 6 faculties (Faculty of Me-chanics, Faculty of Heat and Power Engineering, Faculty of Electromechanics, Faculty of Distance Learning, Faculty of Vocational Education, Faculty of Pre-University Training and Professional Orientation) and 29 chairs providing quality training for more than 13,000 students. With financial support from the Ministry of Railway Transport of Russian Federation and Western-Siberian Railway in the period of 2000-2010 radical modernization of laboratory facilities has been implemented; the university teachers have been trained at the leading enterprises of railway transport and information technologies. The University library (over 800,000 books) is the methodical center of university libraries in Omsk. The library uses modern information technologies. Today the University is a leading teaching, research and production complex with modern experimental facilities and experimental production, which deals with specific practical challenges that railway transport faces. The main fields of research on which the scholars of the University are working are the studies of reliability and efficiency of the rolling stock functioning, improvement of the rolling stock parts and units restoration and repair efficiency and quality, energy and resource saving technologies and equipment in industrial production and transport, improvement of electrical railways power system, development of effective methods of service and production of automation devices for transport and industry. Undergraduate and graduate students from Germany, Czech Republic, Korea, China and Mongolia study Russian language at the preparatory depart-ment, and then take the courses they selected. Indi-vidual and group teaching of Russian language to foreigners is organized during the academic year. Summer school takes place during vacations in August. About 500 citizens of Kazakhstan are obtaining higher professional education at the University. The University maintains contacts with technical universities from Europe, North America and South-East Asia. The formation and development of the international relations of OSTU became possible due to the implementation of five international TEMPUS projects of the European Union in 1994-2010 jointly with MoscowState University of Railway Transport, Tomsk State University, Ural and Samara State Universities of Railway Transport, on the one hand, and universities of Austria, Great Britain, Germany, Spain and Sweden - on the other. The completion of these projects resulted in joint educational programs in marketing, management and economics, mechatronics. New information technologies for the library were introduced, the information center for international cooperation – Infoteque - was established; handbook of programs of financial support for students, graduate students and researchers exchange between universities of Russia and the European Union was prepared and published; consultants in the field of international cooperation were trained; the teachers of foreign languages and marketing improved their skills during advanced training courses in Germany and the UK. About Omsk, Omsk Region and Its People Omsk is the principal city and administrative center of Omsk region. It is situated in the center of Russia (2,555 km from Moscow) at the confluence of the rivers Irtysh and Om. Founded in 1716 as the fortress protecting Russian frontier in Siberia, Omsk acquired status of the town in 1782. It was the administrative center of Siberian Cossack Army until 1918. The construction of Trans-Siberian Railway in the late 19th century and the presence of the river port on the Irtysh contributed to the development of industrial production and commerce in Omsk. From June 1918 to November 1919 the town of Omsk was a residence of admiral A.V. Kolchak, the High Regent of Russia, who proclaimed Omsk the capital of Siberia. During World War II a lot of major industrial enterprises were evacuated to Omsk from European part of Russia. It was the time when Omsk population nearly tripled. Present day Omsk is home for about 1,200,000 citizens. 2,200,000 people live in Omsk region on the territory of 139,700 square kilometers (enough room to contain such countries as Austria, Belgium and Netherlands). There are a lot of freshwater lakes and salines in Omsk region. In the south the forest-steppe is prevailing, in the north – dark coniferous taiga. Oil and gas is extracted in the northern part of the region. The multinational population of Omsk region (more than 100 nationalities) consists mainly of Russians, Germans, Ukrainians, Kazakhs and Tatars. Currently, Omsk is one of the major industrial centers of Siberia. The most developed industries in Omsk are machinery, machine-tool construction, electrical and electronics engineering, instrument-making, petrochemical, woodworking and food production. Space rockets, engines, agricultural machinery, oil and gas equipment, construction materials are also manufactured in Omsk. Omsk-based railway facilities like locomotive and wagon depots, power supply and railway traffic management enterprises are considered the best in Russia in equipping and work efficiency. 30 higher educational institutions and affiliates are situated in Omsk. The most well-known in Russia are Omsk State Transport University, Omsk State Technical University, State University, Omsk State Pedagogic University, Automobile-Road Academy, University of Physical Culture, Academy of Law and Medical Academy. Omsk is rightly called the city of youth and students, since its every 4th citizen is a student. The city of Omsk is a cultural and sports center of Siberia. Its history is connected with the names of F.M. Dostoyevsky, the great Russian writer, and M.A. Vrubel, the famous artist, who was born here. Omsk Symphony Orchestra and Omsk State Russian Folk Choir are very famous both in Russia and abroad. Omsk ice hockey team, “Avantgarde”, and volleyball team “Omichka” are the leading ones in Russia. There is a lot of sightseeing in the city – monuments of history, culture and architecture, theaters, museums, concert halls, a circus, exhibitions, sport complexes, swimming-pools, night clubs, cafes and restaurants. Currently, OSTU participates in the Erasmus Mundus External Cooperation Window program. Within this program our students, graduate students and teaching staff are able to train and practice at the universities of Austria, Germany, Italy and Poland. High quality of teaching is achieved through teachers’ and students’ participation in scientific conferences, teachers’ training at the railway transport enterprises, in scientific institutions and universities in Austria, Australia, Germany, Great Britain, France, Czech Republic, Slovakia, Poland, Lithuania, Spain, Canada, China, Portugal, Finland, Denmark, USA, Sweden, Japan, through students’ exchange with universities of Austria, Germany, Czech Republic, Sweden, by included education in the U.S.A., meeting students’ delegations, visits of managers and specialists from foreign universities and enterprises, students’ internships and work during the summer period with the programs of USA “Work&Travel” and “Internship”. The representatives of OSTU are members of the Association of the international departments of East and Central Europe technical universities (ÀÌÎ). AMO consists of the representatives of the Universities of Belarus, Bulgaria, Germany, Poland, Lithuania, Russia, Slovakia, Czech Republic, Ukraine. Participation in the annual conferences of the AMO and regular contacts with colleagues in the organizations of international relations at the of AMO member Universities let us carry out this work at the University more effectively. In October 2002 OSTU hosted the first conference of the Austrian, Russian and Korean graduate students dedicated to the problems of transport. Russian-German student seminar on actual issues of transport ecology was held in March 2004. In September 2006 OSTU held the seminar «Russia as a Link in Eurasian Traffic» with the participation of students from Germany, Czech Republic and Russia. In September 2008 the International seminar on the problems of Railway transport in Russia and Germany with participation of German students and Russian postgraduates was organized. Training and practice for students of OSTU abroad and their participation in international conferences of students from transport Universities is organized on regular basis. From 20 to 30 students of OSTU are sent to the universities and railway enterprises of Austria and Germany on annual basis and approximately the same number of foreign students come to Omsk. OSTU students can go in for various kinds of sport – soccer, volleyball, basketball, weightlift-ing, track-and-field athletics, tennis, badminton, swimming, free calisthenics and gymnastics. There are 4 academic buildings, working rail-way equipment training ground, 6 dormitories, a dining-hall, a medical centre, a culture and entertainment complex, sports grounds and gyms. The core staff of the University is 450 tutors, of which 68% have academic degrees and titles, including 13% - doctors and professors, 55% - candidates of sciences and senior lecturers. 23 of the leading scientists are full and corresponding members of the public academies.

It is recommended to obtain medical insurance in your home country. Omsk is located in the central part of Eurasia. Cold winters and hot summers are caused by continental climate. Average winter temperature ranges from –22°C to –18°C. Maximum temperatures can reach -35°C in winter and +35°C in summer. The water temperature in the Irtysh often exceeds +22°C. There are a lot of sunny days in Omsk — an average of 2,100 hours per year. The most attractive periods are spring and early summer with sunny weather and warm rains as well as September.
